it's a fetish like any other.
it's a kind of conditioning that associated the stimulus with sexual pleasure. there is no "inherent" reason for the association. it was literally coincidence. literally. co-incidence. the individual was horny (puberty...) while the fetish stimulus was there, at the same time.
some fetish stimuli are regularly associated with sexual pleasure by culture. latex, leather, huge milkers, stereotypical pairings, abuse of power differentials for sexual gratification (any hierarchies, parent-child, teacher-pupil, boss-apprentice, ...).
the fetish stimulus need not have these associations. if you catch the individual at the right time, you can associate ANYTHING with sexual pleasure.
