I say Charlie did not deserve one because he did nothing noteworthy of receiving one.

You think these two things are related, because they are or were "popular", and that demonstrates your own lack of logical reasoning.
There should be no consideration for actions made in error. You should not hold an error out as a guideline for future actions to be made.
