It's all theater. They're all working for political capital just to stay in power. Blaming failure on the other team is worth more than any success because success brings scrutiny of your policies and measurable results. So Chuck got something behind the scenes to enrich himself and then told some lackey to compromise and make it all go away. Demo looks like they saved the poor and Trump looks like he won.
