Oregon has pretty lax laws regarding public nudity in general, and Portland is very selective about enforcing municipal ordinances against it. For a popular protest, it's extremely unlikely any anti-nudity ordinances would be enforced since it would typically fall into the acceptable category under those laws.

I didn't even realize how unusual my state was about nudity til I went to other states and found out it's actually illegal for women to be topless. Like, what the fuck? You outlaw boobs? Not in Oregon motherfucker.

I don't think others should have to suffer your nudity, You should try to be respectful, and being naked at a protest does not elevate your message, it tarnishes it if anything, by making you look like a damned fool.

Try to think of others, and consider your own optics in relationship to your message too.
