It is because in the eastern part of Russia live not so much people. But in this eastern part (let's call "eastern part" all what you drawed), there are still big cities. For example, Irkutsk — it's near Mongolia, or Khabarovsk and Vladivostok — they are near China and North Korea.
The problem is that young people from these cities always want to move to Moscow or St. Petersburg. They think they have no future in eastern part of Russia. In some way, they are right. But it's possible to live good in these cities, even with terrible climate — it's cold and there are sea winds. But it's very beautiful there!
In eastern Russia there are many places where no people live at all. If one day you want to hide from the government, it's best place to do it. And in this part of the country live many small native peoples of Russia. They belong to Finno-Ugric group and speak their own languages. They live almost same as 1000 years ago. I talked to some of them. But every year more of them come to the cities. fun fact - some of these small native peoples are relatives with Hungary people
There is one place I dream to visit. It's to the right of the Sea of Okhotsk on your map. It's called Kamchatka. There are many volcanos and other interesting things. So, people from western part of Russia often go to eastern part for tourism. Local people want to move out from eastern. Life there is not very comfortable.
Also I want to say that Russia has many time zones. When it's morning in Moscow, in Vladivostok it's already night. It's not very convenient :)
