Depends on whether it's genetic size or not and if you experience famine during your growing years.

An adult who is genetically small but has packed on muscle can become skinnier in times of famine.

The problem is that someone who is genetically big who doesn't get enough nutrition during growth doesn't just grow up to be smaller than they otherwise would've been, they also become deformed because all the different parts of the body aren't getting deprived in the equal proportion, resulting in everything being out of proportion. Poor symmetry etc is an indicator that you didn't get enough nutrition in youth for your genes. If you were genetically smaller you would be much less likely to have these asymmetries.

This is why we didn't just keep evolving to get genetically bigger. If genetically bigger people who were malnourished in growth just became scaled down versions of their max potential then there would be no disadvantage to being genetically bigger and the genes for being 6ft8 would've completely taken over. The advantage of being genetically smaller is that malnutrition threshold before you start becoming deformed (as opposed to just smaller) is much lower.
