There's lots of "homebrew" making XP viable in modern day. Legacy Update lets you install updates and drivers easily.

I believe even the GOG versions of games (which remove DRM) work on XP too. Daemon Tools is still great and works on 98/XP.

For hardware, there's a huge compatibility range for XP. "Top of the line" is basically anything in the Core 2 series, namely the Duos. You can use the Quads but you get lower clocks and most apps are not multi-threaded in that time period. The 9-series Nvidia GPUs do have drivers for XP as well, and I think people have third-party ones for the 10-series.

There's also patches for the 32-bit version that enable more than 4GB RAM support. You can use myPal as a modern browser too.

The Windows XP code was leaked years ago, so there might be some autist maintaining a version of it. There are also things like ReactOS which aim for compatibility. The main appeal of something like a very small machine (think raspberry pi sized device) running an OS like XP is that you'd have a full PC with very little electricity usage. Go to a flea market or donation store like Goodwill. A lot of times they will have a "untested, $5" Dell or HP laptop that's pretty dated. Just google the model number and check that it has a Core 2 era CPU. if it's a desktop it can be a complete shit one, you can get top of the line Core 2 Duo and swap it for like $20 off ebay.

The downside for some of those small form factor PCs is they only support low profile GPUs. If you want to make a "monster XP gaming build" for the time, you should build your own from sourcing parts. They are relatively cheap, even 980 Ti can be had for like $50-60.

For a case I went with the Fractal Pop Air because it has a CD-rom drive slot on the bottom. It's the only modern available ATX case I have found that has a 5.25" drive bay. I have an HP LightScribe drive that I use to make stuff like picrel.
