How might the government work? I'd imagine there would be one strong central government who keeps order and a bunch of smaller government shackled to it. The smaller government are slightly democratic where you can vote for people who the main government approves of. You wouldn't want one of your mini countries to feel like rebelling due to a crazy lad. The reason for the smaller governments is to better work with the locals since someone in the modern day U.S isn't going to have the same needs as someone in the modern day country of South Africa.

I'd imagine the slogan of the empire would be like "1 people 1 goal 1 empire" or "1 people 1 empire 1 religion"

Maybe it's just a crazy idea, but it would still be pretty cool at least in my eyes.

I disagree. Me and a Mexican will always struggle to work together, because we have no language and no shared culture. I can work fine with a Texan however since we share a common culture and language. The mini governments are because the I find it impossible a single state can rule over a billion people. In America we have this problem too this is why we have federal, state, and local governments with their unique laws for their people.
