In a libertarian system the government shouldn't have control over the water supply in the first place. But since they probably already had it from before he was elected, what he should have done was sell it to a company owned by his own people, which might be a more populist thing than to sell it to the foreign highest bidder, but I don't think it would be anti-libertarian.
