you're allowed to carry any knife you want here, as long as you have a "good reason" to do so—given he had gardening tools and a load of vegetables, he committed no crime, and the police knew it
if you have no "good reason" to carry a knife, you're limited to a <= 3" non-locking knife (i.e. a penknife) IIRC
