The main reason people let their cats wonder around freely is not because cats need to but becuase they are lazy and dont look for ways to provide sufficient enrichment while keeping the cat and local wildlife safe. Most premature cat deaths are from getting hit by cars or expirencend other physical trauna because the owner is lazy and just lets then wonder around the neighborhood unsupervised.

Build them a giant cat enclosure with loads of stuff for them to do that has grass in it. You could make ur whole garden into a cat enclosure.
If you dont have a garden you live somewhere to urban to have an outdoor cat anyway.
