The ducks at the pond are free you can literally just take them home with you and it's completely legal

Keeping wild animals requires a permit (typically called a "wild animal possession permit" but the name varies by state) issued under the authority relevant State Wildlife Agency. Only about 11 states currently except ducks as "permit-exempt".

if I have a pond at my house though and there are ducks there does that count as "keeping wild animals?" how are they going to prove I took them from the park and that they didn't just come to my pond of their own volition? this feels unenforceable.

If it's plausible that they came there on their own, and they are also free to leave your property at any time, then you won't get any trouble for a lack of permit.
If you want to make a claim of ownership over a wild animal, then you need a permit.
If you lived in some hypothetical region where wild ducks were not native, and then someone was injured by a wild duck on your property, then you will be in for a lot of trouble if you don't have the permit.

I was talking about in the States. We dont have many feral domestic breeds of duck here in Scotland. We do have an island full of wallabies though
