you're better off compiling evidence & somehow getting it to authorities wherever he lives, or wherever his dog is
although if the state seizes his dog it might just end up euthanized

if he has any family who would take the dog, you could show the evidence to them, then try to get the authorities involved
that's the best i can think of right now
