What I'd say really happened is that around 2014-15 it stopped importing its culture from yiluata and kc and instead imported it from the rest of 4chan due to the popularity of epic shitpost screenshot of /int/ origin being posted across 4chan and elsewhere. It attracted undesirables that wanted to be epic shitposters themselves without having the worldliness to banter correctly. Template posts like "ok abdul" became extremely common as kids thought they were being witty shitposters, and anyone calling them out on it "couldn't handle the banter".
Add in the general internet trend of the time where people stopped enjoying things and instead focused on ironic detachment alongside outrage and you have a recipe for cultural collapse.
I also loathed the chat room country generals, but ultimately it wasn't them responsible for /int/'s death. They were just a symptom of typical demographic replacement as quality posters were driven away by the tide of sludge.

But what created that pressure were a lot of top-down decisions that could have easily been fixed, and int could avoided the blog-hellspace a longer time.
