I don't think Arthur would qualify for chaotic evil under even the loosest of circumstances. He does everything up until the end for either his or Dutch's interests. There's an argument to be made he's actually lawful evil. Even going around, killing everyone you see and doing evil things just to be evil the story of Arthur and his character elude to a more nuanced evil. He's not fighting the Pinkertons because they're just another target they're impeding his way of life. There's reason for what he does. Chaotic evil doesn't really have a deeper reason other than wanting to watch people die and shit to burn.
Idk just my two cents. If I were a DM seeing all of Arthurs story unfold I'd probably put him as neutral evil instead of chaotic evil.
