Fed funds rates and us treasury rates are illusory like wizard of oz. Ffr tries to mimic us treasury rates to have some semblance of truth. In actuality debt is so large now fed has a hard time lowering rates when big purchases like houses and funding national debt go by treasury rates. Fed is mostly jawboning anyway.
