According to Bitcoin Maxis, BTC isn't supposed to have any development or improve over time, change is a sign of shitcoinery and instability unsuited for a store of value. This is one of the reasons BTC is supposedly better than ETH, in that ETH has changed for the better or worse over the last 5 years whereas BTC is the exact same.
