Kraken does not issue them, BackedFi does, all Kraken did was enter into a controversial (and likely harmful, considering it damaged their reputation with any early users of Ink) partnership with them. Here's the TVL of BackedFi over the last 2 years, look at all the interest in their business!

No one trusts BackedFi and no one is going to use their tokens, this whole thing is of questionable legality and BackedFi just blanket banning Americans from their interface doesn't absolve them of that question.
