It's a project started by fluffypony, the former autistic dev of Monero. The price action recently has been pretty shit, but admittedly it's mainly due to the fact that there were no T1 listings in sight and there is too much supply. Tari is the L1 which recently went live, Ootle is the L2 which is coming in September, it's already in testing right now if you follow the Discord there's been some mentions of this by a moderator recently. Anyway so the L2 will run on another token XTR which is coming, but the only way to get XTR is by purchasing and then burning Tari (XTM). So the deflationary tokenomics long term depend on the L2 being live, as without the burn mechanism there is too much supply being mined. The resulting effect of this reality on short term the price action after L1 launch was clearly an afterthought
Anyway so basically Tari project is Ethereum on a full Monero privacy later. Completely anonymous smart contracts and all
