Sometimes people buy stocks before the announcement date to get the dividend the sell it after. Seems like a waste of time and effort considering other people do it to and the stock price can rise before and reduce the yeild so its not worth doing. If the price drops sigifnicantly before it might be worth it, but the price is dropping for a reason and insiders may know ahead of time the dividend is going to be cut. How old are you?
In my opinion there is no reason to own bonds until you are close to retirement. The stock market will have its ups and downs but over a long period of time it will always outperform bonds and that is intended behavior.

It's different when you retire because then you're no longer accumulating but you are actively selling every year.
