the US importer technically pays the whole fee
but the importer also pressures the exporter to lower prices to counter the fee's cost
the foreign nation also inflates their currency to lower the fee in real terms, to preserve manufacturing jobs that would otherwise be lost

what is your argument exactly? chinese manufacturers have already started receiving additional subsidies or lowered prices. so have german suppliers for all the importers i work with.

the second effect of these tariffs is the true proprietary, manufacturing, and research costs have been exposed to import customers. so not only are manufacturers lowering prices, importers now know how much they're being gouged by european suppliers.

all this to say, a lot of US manufacturers are still shutting down office because they can't pass on the higher costs. this will be a decade long or longer adjustment and i don't even think the US comes out on top in the end.

Even though the rich pay more in tariff costs passed onto them, it's not as big of a percentage of their overall income when compared to poorer people.
