The whole point of Ripple is it is being used as a vehicle to introduce a new international currency that most of the Western world governments desperately want to adopt because they hate the poors having cold hard cash because there's no tax in it. However adopting it would open up a whole new world of crime in and of itself, since Im sure anyone who is good at touching computers can easily play with the numbers to misappropriate funds, hide paper trails, launder money, and a million other things people already do in the current system. Except now it'll be even easier, because the regulatory bodies designed to catch shit like that are filled with dinosaurs who still use fax machines to communicate and audit.
