In the DTCC trial they did not even use LINK for settlement on CCIP. They trialed multiple other public and private networks like Hyperledger and Corda because Chainlink is expensive and slow. Ripple did not "admit this system is..." they said that the ODL product itself was relatively demand neutral outside the deflationary burn in transactions. Even if CCIP is used using the fastest blockchain network in existence which still meets security specs for banks, that underlying network cannot process at the speed interledger can, and interledger is optimized using Ripplenet which is optimized using XRP, which also allows for pooled on demand liquidity and treats value like micro-transmission capable packets.
