No... This is not that coin. DOT never had an ICO. It also doesn't hold any ETH. DOT is a coin made by a co-founder of ETH (Gavin Wood). Gavin left ETH to make DOT because he saw that ETH isn't going to cut it. The challanges that plague ETH are that it has no interoperability while being really slow at the same time, DOT on the other hand has interoperability built into the base layer while being able to scale up to multiple MILLIONs TPS
