2) fresh water is limited

1 is the real issue. Dealing with typhoons for 4 months out of the year (at least) is a pain in the ass. With small structures like that you always get damage and stuff gets knocked down. You are constantly repairing from the last typhoon, and sometimes you just get multiple in a row which means stuck inside hiding for days/weeks.
