It can't hard cap because node providers have to be paid.
Also since ICP is a DAO, voters need an incentive for staking.

The inflation is not excessive, there's just no users to cause token burn.

That's what I thought too but then I heard that Polkadot is pivoting to a hardcap soon. I think they're going to launch a stable coin and pay their validators in stables instead of their normal token to stop them from dumping too. Makes a lot of sense imo, and I can't see why it couldn't work for ICP.
