When people talk about the value of usd they mean the currency pairs, and its either strengthening or weakening, and there are hundreds of pairs. Dxy is a basket comparison, but there are others, and it is usually used as the measuring stick. But to say it is weakening but others are weakening more just does not make sense, its value is measured in relation to other currencies, not purchasing power or money supply.
