Isn’t it really hard to buy foreign stocks if you’re Chinese? The internal Chinese stock market is opaque anyway, so buying real estate probably seems much more attractive. And there’s probably a lot of trickery there too. On paper it ‘belongs’ to you but only if you keep paying, and the property can disappear quickly if something doesn’t fit.

Make it illegal to rent residential property that you don't own outright, i.e. have a mortgage or other loan on. Fines are 2x collected rent.
Residential units that are unoccupied for 3 months or more must be sold. Fines are the market value of the property each year, pro-rated to time after 3 month deadline.
Freeze on all new immigration unless they have an employer sponsor with salary of $200k/yr.

The reason why Chinese people buy real estate outside china is because you C A N N O T own land in china. It's always a temporary lease from the state. From a decade to a maximum of 100 years, but you never own land.

meme is a distraction, there's more than enough houses and units, but landlords have no incentive to rent them unless they feel like it, since they can refinance to kick their payments down the road, and large municipalities like NYC allow shady dealing to keep high property taxes flowing. This lets rents and house prices spiral out of control.
