Anime North is unfortunately not a great con in terms of guests or programming. There's a few staples (nominoichi which is a weeb flea market, a couple panels, guests if you're lucky) but for the most part, you're not losing out on much even if you don't get a pass. A lot of the stuff gulls do is outside anyways (so it doesn't need a pass), like grilling in the parking lot or the big one, the truck by the /a/ guys. I'd recommend looking at the schedule for things you might be interested and getting a pass for that day but coming by the rest of the weekend to hang out.
