There are two kinds of fish sauce.

The Westernised version basically just tastes like sugar, salt and fish protein, so yes it improves food.

The authentic version, however ... Good lord, it just tastes like the stinkiest most spoiled fish intestines you can find. Vile shit by itself. Maybe it tastes good in combination with other stuff, but I doubt it.

Yep. Umami. Colatura di alici is much better for western cooking. The really good Spanish stuff almost smells like parmesan cheese. It has a more refined and subtle aroma/funk than asian fish sauce.

Asian fish sauce is really great for asian dishes. I also think fermented shrimp paste is awesome. Smells like absolute ass, but makes food so delicious.

i like soy sauce more. fish sauce is good in certain dishes in the perfect amount but it seems like it's easy to not taste it at all or for it to be overpowering. people only seem to use soy sauce in asian dishes but it works well in a lot of other things.

Fish sauce smells bad, but it's fantastic when used properly. If you've eaten Vietnamese or Thai food you've almost certainly had something with fish sauce in it.
