sometimes when I get jalapeno slices on my subway sandwich or on pizza they put an end slice with the root still attached? why is this acceptable it's not food its woody and hardy its like eating a tooth pick but every time it's 2 or 3 pieces of jalapeno with the root still attached

It's a calculated risk.
Taking the time & effort to manually remove the end pieces, whether it be at the factory that makes them, or at the Subway restaurant itself, would cost more money in the long run.
The end result is a slightly unsatisfactory experience for the customer, but it's Subway, so the bar was already not that high to begin with.
Most customers will just remove the offending piece and are unlikely to complain. Even if they do complain, it'll be a drop in the bucket. One complaining customer versus thousands of non-complaining customers is a non-issue for them. Even if you demand a replacement sandwich, that cost will be far lower than what it would cost to carefully remove every endpiece.
They don't do anything about it because it's not worth it to them.
