No, those two things were relatively popular (and eaten with pasta) in Italy long before mutts laid claim to them. I don't think chucking a bunch of sausage meat and meatballs into a Neapolitan can really count as "inventing" the original dish.

Though the bastardisation of Bolognese especially can't really be blamed on Americans (I think that's actually a bongolian sin - they make it extremely tomato heavy, use no carrot or celery and use red wine and sometimes even oregano; that might come across as autistic hair splitting but the actual proper recipe with milk and white wine and no herbs except bay leaf is much tastier)

Americans created the modern world and all the benefits that come with it.

Though I have never believed that someone "created" a food. No one creates a food. It's just here in some shape or form. If one were to discover a new continent with new animals and fruits/vegetables to eat, I could say that's new but not created.
