but most online recipes also use cake flour which has 10% cornstarch in it, or use 3/4 tablespoons of cornstarch

In America, maybe? Not sure about other countries but I live in the US and preferred sugar does taste a little off here (not to mention that it's considerably more expensive than granulated).
Not OP, but what's stopping you from powdering sugar yourself with a blender? I do that for coffee and general cooking for two reasons. One, because wife and I are both from hot countries so we tend to drink coffee iced and she likes her shit poisoningly sweet while I'll sweeten the coffee to my tastes before chilling and and fridging it. This way, she can add quick-dissolving powdered sugar to hers to her diabetes-inducing sweetness preferences.
And two, certain things I make, like ice cream or instant pancake mix, work better with powdered sugar so i try to keep some on hand. If you want to, too, just store it in a jar because it will cake. I'm guessing the starch is added to powdered sugar to prevent caking. Anyway, having it in a jar with a tight fitting lid means you can shake it up often to help prevent that. And why the fuck is sugar sold in bags here? While you can get granulated in containers, powdered is always sold in plastic bags as far as I can tell.

I've never used cake flour or cornstarch in my chocolate chip cookies, just all purpose flour plus granulated and brown sugar. I'm sure different people have their own family recipes.
I imagine adding powdered sugar could make the texture more like russian teacakes, which honestly doesn't sound bad.

What? No they don't. Chocochip bikky wikkies are usually made with plain flour or bread flour because one of the things Americans like about them is the chewiness of a fresh baked one. Making them with lower gluten flours like cake flour would defeat the point as they wouldn't be chewy anymore.

I have no idea what you're talking about but I'll take your word for it. The missus and I use an ancient Oster to powder ours and it comes out great. We mostly use it to blend tomatoes, tho

Most Americans are too retarded to realize powdered sugar is just granulated sugar blended with some cornstarch. Then they get to the grocery store and see powdered sugar is only sold in these huge containers and they figure "Oh I'll never use that much powdered sugar in a year! I'm not a pig!" And so they just make do with granulated.
