If the menu doesn't have prices, you can make up any price you want. That's the law. When they bring you the bill, offer them what you think is a reasonable price, not what they put on the bill. As long as you offer to pay what you believe to be reasonable, if they don't accept it, you can leave. If they call the police, tell them it is a civil matter. You offered to pay and they refused. That makes it a civil rather than criminal matter.

It's a New York thing. Businesses are required to disclose prices before purchase. Ordering food at a restaurant with table service is considered making a purchase when the food is delivered for consumption by the customer.
If a business fails to disclose the price before purchase, the customer can refuse to purchase the item and file a complaint with the city. In the case of food consumed at a table service restaurant, because the food has already been "purchased" through the act of delivery and consumption, the business cannot set the price afterward. At this point, the customer can essentially set the price to anything "reasonable".
It's ok to hand out menus without prices to diners who are not responsible for the bill, as long as the menu given to the diner who will be responsible for the bill has prices on it.
