I'm sure what's sold in restaurants is not just shitty American sweet ketchup mixed with noodles. That cannot be. They probably call it that tongue in cheek like Thomas Keller might jokingly name something 'tuna on toast'. But you know it's going to be much more. That said, Japan puts candy and shrimp on pizza and has weird vending machines for insane shit we've never heard of, so I don't necessarily respect what they do. "Goulash" may as well just be "chop suey". It's anyone's mom's pasta meat casserole. It's basically just a tomato based meat sauce but instead of long noodles it's elbow mac or shells or orzo or rotini. Some people put beans or corn or peas or cheese in with it. It's a catch-all term for a bunch of red shit in a pot.
But in theory very similar to Hamburger Helper.

It specifically calls for a lb of ground beef to go with it. Tuna helper requires a can of tuna. I've heard of broke people making it without the protein, but the recipe is designed to cook with that stuff added. I'm sure it's extra salty and runny if you omit the meat.
But like anything of that nature it's designed to stretch meat into a bigger dish. 1 box and a pound of beef feeds 4 people ideally.

Can be anything: egg, cheese, spam, ground meat, sausages or smoked tofu. Only avoid fish and seafoods
Plus a little bit of garlic, spring onion and some extra carbs like rice, couscous or toast if you need more callories.
Keep in mind you don't need that much extra protein. When using ground meat I usually aim for 125g from a 0.5kg package and freeze the rest.

Rice butter and salt. I go for this as a craving sometimes. You have to use good butter. A 5 dollar thing of imported kerrygold should last at least 5 meals. Rice wether generic or brand name I haven't noticed a taste difference and I used to be a junkie. I have a sensitive and diverse pallet. If I'm broke I use it as a period to get more money and cleanse/fast.

pancakes is the cheapest food you can make, you just need cold water and flour and butter for the cooking itself
if you want cheaper, you can eat random plants at the local park
still cheap but a bit more premium would be homemade pizza, flour, yeast, heated(increase costs technically) water, salt, cheese, crushed tomato. Since it's cooked in an oven, it's also more expensive than heating a frypan

I've always been poor and I've never had a problem eating decently. If you buy cheap stuff like bread, ham and cheese you can get 4-5 meals out of them as opposed to a single fast food meal, for instance
