Don't eat it any more but back when I did, cereal came first. I tried milk first a few times but the cereal tended to float if added after the milk.
Also tried cereal with orange juice once when we were out of milk. It was not good.

cereal so you can see how much milk to add. There is no other logical way to do this. Also when you add the milk first the cereal initially floats and you can't gauge how much you need for the milk you have.
