That's almost definitely carbon steel, not SS. I've never seen SS with a wax coating. That spot is just the seasoning you need to build, but because you used a small burner, you only got it in that tiny spot. You need to get the whole pan like that, and then it needs to be taken care of similar to cast iron.

That pan most definitely was not properly heated in oil like the instructions said. In fact, I think I still see some wax on there. It's a carbon steel pan and most definitely will change colors. Looks like you left it on an isolated hot spot. Also, what the fuck is behind that pot?

Not sure if it is simply burned seasoning or those colors you get when heating steel by oxidizing.
