the water at the bottom of a water heater is pretty much brown. it is gross even if you dilute it with fresh water (from the intake)

Hot water also often goes through a softener before going to the broiler to extend the boiler's lifespan, especially multiunit buildings that share boiler facilities.
Softened water is much more reactive with the inner surfaces of the pipes because it's acidic and has lower dissolved mineral content. So it leaches metals and deposits from pipes much more readily. Then the heat itself also makes it leach more readily. So by the time it comes out your tap it's full of leachates you should not be putting directly inside your body.
