My salt grinder has gotten kind of shit
I suspect that someone put fine salt in it, and that it has gotten clogged up with powder

What method would you use for cleaning up a salt grinder?
Is there some household item I can use which will dissolve salt better than water?

This sounds like bait but sometimes you can reassemble the top wrong and your teeth will grind together and sometimes lock. it could also have broken a small piece or has worn out.

The grinder only has two pieces that are impossible to assemble erroneously - its a conical grinding head and a piece adjustment / keeping the head in place.
Wont be sure if it has worn out until I clean it up and give a try, right?

DI water will take more salt than tap water. just wash it with that, don't even bother stripping it apart

Salt grinders can still grind fine salt. I find the most common issue with grinders is moisture. Usually from steam from seasoning over a pan, hot meal, or even when the weather is ridiculously humid.
Either way, just take it apart and clean it.

Are you using grey salt, often called Celtic sea salt? It has an oiliness that can clog up a grinder. You're supposed to bake it gently to dry it out before you put it in your grinder.
If this is the case:
Wash/rinse grinder fully in water to remove all salt & oiliness; dry all parts completely.
Before adding grey salt again, spread it on a cookie sheet covered with parchment paper and bake at very low heat (under 200F) until dry. This'll probably only take about 10-15 minutes at 160F.
A toaster oven is good for this. You can even just use the "warm" setting, although it may take longer--it just needs to dry out.
It's important not to get it too hot (200+) as it undergoes chemical reactions & changes its flavor and efficacy.
You have to do this every time you add any oily salt to the grinder and is why I stopped using ground salts.
