I think it's more that OP is manipulating the butcher in doing all these actions to put the idea in the butchers head that OP really loves dogs so the butcher will be more willing out of the kindness of his heart to big the bones away for little to nothing. It wasn't on offer/sale, either, and looking at that store advertisements for last week and this, they don't even have a single beef item on sale besides mince. Checking the advertisement for a different supermarket, though, flat iron steak is $7/lb and hanger steak is $10 while both strip and skirt are $9.
Still, I can get bones even cheaper from the actual butcher, $2/lb or so, and in greater variety. I usual get beef knees and have them quarter them with the bone saw.
