This can definitely be the case, in a similar way to how yaoi ukes are sometimes criticized for just being girls with penises. But it can also be basically the opposite. Hanako is written as outright controlling while the radish is the passive one that just lets him do things to/for her.
And some male shotacons also do the passive shota thing. It's really not surprising that it's such a popular personality with both sexes. While maleness has strong associations with assertiveness, youth has strong associations with dependence and vulnerability. Despite the overall differences in tastes between men and women, the push and pull between these contradictions is one aspect of shotas that I think most shotacons appreciate regardless of sex.
