This can definitely be the case, in a similar way to how yaoi ukes are sometimes criticized for just being girls with penises. But it can also be basically the opposite. Hanako is written as outright controlling while the radish is the passive one that just lets him do things to/for her.
And some male shotacons also do the passive shota thing. It's really not surprising that it's such a popular personality with both sexes.
