Two is OK. They can be best friends. But they would sometimes tire of one another's company.
Three is no good since two would naturally become closer and give less attention to the third.
Four is optimal. It allows for the formation of two close friend pairs but with others to play with so they don't get tired of their best buddy.
Technically, any even number after that will work too, but it can get to be a crowd.
This is true of all shos, puppy or otherwise.
