Arcane is a case of the animators and actors reading the script and going, "this seems fruity, can we make it explicitly fruity," the showrunners saying, "no way you fags," and the animators and actors proceeding to ignore them and tone up the gayness as much as possible without the straight showrunners catching on. So it's queercoding, but not queerbaiting.
However, if Riot had caught on to the queercoding Fortiche was doing and used it to market the show knowing the showrunners never intended on delivering, then it'd be queerbaiting. To my knowledge Riot didn't do that, so again, Arcane queercodes but it doesn't queerbait.
