My idea for them is mostly based on the Japanese fairy tale Urashima Taro (which is why there are submarines in the pastebin), whose oldest version dates from 720AD and is set 350 years prior. Using them as the basis of the legend, that'd put the oldest of them at over 1500 years old.

I'm just going to dump my thoughts on them since I don't know if I'm going to add more to what I've written so far. They were originally a tiny fishing village who ate the body of a kami gaining immortality and access to her magical palace under the ocean. The ones who consumed the body are true immortals, ageless and deathless but are "fixed" at their state when they became immortal - children are forever children, elderly are still decrepit, invalids still crippled,etc - while their descendants usually get one or the other. Their palace realm exists outside time causing any who enter it to stop aging, I was going to reveal that the girl who escaped actually disappeared 40 years prior and is chronologically in her mid-50s. I see the group as more a conspiratorial, soft power kind of villain using centuries of wealth, influence, and connections to carry out their will while never really being in a position for Tatsu to do more than strike at their agents.
