Because it's a major problem specifically in the black community. All the major 90s gangs were black. It were exclusively black kids lured and pressured to join them. There are also Latino gangs, but they weren't as active in northern cities in the 90s.

That's pretty much what I though. And there's a reason the gangs should be portrayed like they are in real life: so kids can actually know what to look out for instead of watching out for a merry band of colorful singing misfits straight out of Michael's "Beat it". Same for drugs, a kid who doesn't know about drugs already won't get it unless told about them and their effect truthfully and directly.
