Characters that last like the Joker who are somewhat comparable in terms of being completely cold and irredeemable have a gimmick (and, like the Joker, even then they get old after a while). It's possible for a villain to be deeper than a puddle while still also being an evil prick. Sorta like Ra's Al-Ghul, who is 100% a sociopath who doesn't really care about people but he also has a specific goal and motivation in mind (and, while continuity-dependent, a somewhat reasonable goal on paper) which makes him interesting.
Just being a run-of-the-mill psychopath who gets off on hurting and betraying people is fine, but you can't really expect her to be used very much if that's the case since there's only so much you can do with such a character, ultimately any character like that effectively HAS to either be killed off or not appear after their main arc is over, or at least only sparingly.
