There was minimal foreshadowing or even awareness that Annie was trying to execute the plan (TM). We only knew Annie was executing a plan moments before the payoff so there's no tension of even excitement, and the only thing at stake was a character introduced last chapter
There's no sense of competency or plausibility or satisfaction to the reveal to it because all of the specifics are completely opaque to the audience. Where is Omega's computer? Is it like a campus? A datacenter? Why does it take loads of resources to keep running all the time? If Omega is functionally dead does it even need to be running constantly? What security precautions has Omega taken? What security precautions has the Court got in place? Did Kat hack the device? Is this soul stuff? Did she notice Annie carrying around Kat's solve-everything device? How can the distortion be mapped, isn't it super chaotic and comprised of numerous interwoven memories? Which is why is feels like Kat ex Machina rather than a cunning plan.
