Every time a villain has some purple in his or her design, most of the time it's either heavily downplayed or replaced with black entirely. You see that with capeshit villains all the time.
Joker can get away with it because his design is generally too iconic to fuck with too hard.

Meanwhile, we associate white clothing with doctor's labcoats, ancient robes, office building interiors.
You even see it with how we view certain animals, an big cat with albino fur is "majestic" but one with black fur (which is typically caused by a gene producing excess testosterone to be fair) is "ferocious".
Also, look at actual militia in the modern day. The US Navy these days wears darker clothing on the job but the typical image of a ceremony has them in those finely pressed white suits.
It's not even white vs black, it's white vs darker colors in general.

Because purple isn't particularly threatening color unless you really work it in.
It's scientifically proven to be the most calming color and has to be paired very carefully which is why you see it often contrasted to green because that's the one that's proven to consistently work.
Culturally it's always been associated not only with wealth but with regality.
Plus, aside from maybe a few poisonous animals or plants, try naming some instances where you associate "purple" with deadly.
Red is our blood, black makes us think of the night when we can't see, grey has the metal of weapons, and while black/brown/grey/tan can all be the fur/hide of a particularly large and deadly animal.

White is formal wear that is hard to maintain. One spill or speck of a stain and it's nearly ruined. Black is hard to mess up, easily obfuscates, blends together, and is better in combat situations when one wants to remain hard to see.

Which helps to signify the power a villain holds. Makes them stand out compared to forgettable henchmen associated with less vivid colors.
Considering how many villains are rich and powerful, it's surprising that color scheme is not used very often.
One of my favorite examples was on Xena. The demon king was dressed in all purple, but as a kid I thought he was probably the single scariest villain in the series, regardless.

No. Black is a dead giveaway for silhouettes and hard to blend because true black is very rare in nature. If you want to remain hard to see in combat you use regular camouflage. The guys in your pic are wearing commercially available dry suits for environmental reasons.
