17 and 18 weren't brainwashed or led astray, they were troubled young adults who led shitty lives and thought it was them against the universe who were fully ready to commit untold levels of violence for pure catharsis.
It really does feel like she's more based on Saber personality-wise but they couldn't admit it because they didn't wanna be associated with a fanservice heavy series that had its origins in a porn game.

You know I have a theory that the MAWS team were afraid of being made to do a larger DC Universe but wanted to do a lot of easter eggs so they specifically had Kara destroy Thanagar to destroy any potential of Hawkman or Hawkgirl and were probably planning to go even further
