I think it fits with the whole most powerful prideful Decepticon, that must be used by someone else.

Megatron was chosen as Decepticon leader simply because he was the most expensive toy they were willing to release initially, which made him match Optimus being the most expensive Diaclone toy they licensed in the first year. Shockwave is technically taller, but was cheaper and had less parts(Megatron's whole scope and silencer set being equivalent to Optimus' trailer)
Interestingly, Jetfire and Shockwave would release by the end of 1984( but are counted as 85 toys), and both were bigger than Optimus or Megatron. They might've been considered leaders instead if they were licensed earlier- then again neither were Takara molds(and thus not released in Japanese G1) so that might've been unlikely considering the cartoon was made with Takara eventually airing it in mind(which is why Jetfire got made into Skyfire)
Still, it'd be interesting to think of a situation where Jetfire(or Blaster, who's also big and would've been available in 84 if they chose) might've been what we know as Optimus and Megatron. Of course by year two they dropped the idea that the leaders were the biggest toys.

Character heights is a whole other conversation though. The show only really treated bumblebee and Cliffjunper as minis. The rest of the mini toys were depicted as the same size as everyone else. Warpath was shown to be the same size and strength as Blitzwing. And the Dinobots were about double the height of a regular Autobot and head and shoulders above Megatron and Optimus.

In the currently running Energon Universe comics, Megatron is now a triple changer. At some point in time before he arrived on Earth during the war, Megatron was abducted by an unknown alien (implied to be Unicron working through a Quintesson servant) and put through a series of trials by combat. His original form was a tank, but after this trial he was gifted a third form, which is his iconic pistol alt mode. This new form grants Megatron the ability to "infect" the person who is wielding him, controlling them completely when held and implied to have lingering after-effects when not in direct contact. Even Optimus has experienced this corruption when he was grafted Megatron's cannon arm.

So in short the current comics have explored and played with the idea that Megatron favors his pistol form over his tank form because the former allows him to dominate those who use him.

This is perfectly expressed by turning into a gun: it's incredibly powerful but is only as good as his ability to get another Decepticon to wield him, and it is ONLY good for VIOLENCE. Nevertheless, Megatron can wrangle a triggerman, and that makes him a deadly fucking threat.
